John Kinsey has more than 34 years of industry experience in the field of nondestructive nesting (NDT) and welding inspection while being a member of the American Society for Nondestructive Testing (ASNT) since 1986. Kinsey is employed by TRC Engineers where he works as the director of NDT and vice president of TRC’s infrastructure division. Kinsey serves a wide variety of US domestic and international clients for TRC as a specialized technical consultant in Shanghai, China, where he has been based for the past 12 years. His professional experience and specialized consultation services have spanned many industries, including transportation, power generation, power transmission, oil and gas, pulp and paper, petrochemical, and structural steel construction. He has amassed comprehensive, practical experience in many disciplines and specialized applications of NDT to evaluate materials for compliance with codes and standards. He has extensive experience in the welding, fabrication, construction, and inspection of complex steel bridges for North America, Asia, and Europe. His bridge construction experience includes performing quality assurance welding inspections and NDT as a specialized consultant to more than ten different US State Departments of Transportation and a variety of international bridge authorities, including Belgium, Canada, China, New Zealand, and the United Kingdom.
His volunteer work with ASNT on both the domestic and international level is widespread with involvement in three of ASNT's councils. Kinsey is currently the ASNT Regional Director of Region 21 (Asia Pacific) and has been instrumental in the establishment of a local Section in Shanghai, China. Kinsey is actively involved in many technical committees and is internationally recognized as an expert in the field of NDT primarily from his work with ASNT’s Certification Management Council (CMC). Kinsey has served as a full member of the CMC since 2001. He was previously the Chair of ASNT’s CMC Level III Examination Division for more than eight years and was responsible for the development, maintenance, validation, and oversight of all ASNT Level III Certification Examinations conducted globally. Kinsey also served as the Chair of CMC's Ultrasonic Testing (UT) Method Committee for more than12 years.
Kinsey also supports ASNT’s efforts in cooperation with the American National Standards Institute (ANSI) through his activities on Technical Advisory Group (TAG) ISO/TC 135/SC 3, where he serves as the UT Method Chair. Due to Kinsey’s work with the various technical committees, he has formed close working relationships with the leadership of different national societies responsible for personnel certifications in several countries. In particular, Kinsey has forged close relations with the Chinese Society for Nondestructive Testing (ChSNDT) and the Japanese Society for Nondestructive Inspection (JSNDI). Kinsey is also involved in many other technical committees for an assortment of professional societies and organizations outside of ASNT, including the American Welding Society (AWS) where he serves as Vice Chair of Task Group Four (TG-4). This AWS Task Group handles the development of the Code language relating to welding inspection and NDT for the D1 Codes. TG-4 liaises with the various AWS D1 Code Committees to harmonize the criteria and text between the AWS Structural Welding Codes (D1.1 through D1.9). The above noted professional experience and volunteer activities uniquely qualify Kinsey as an industry leader in the field of NDT and welding inspection.
